When a buyer sends us a reference photo of a transparent tote, the first question is rarely “Can you make this?” The more useful questions are: What will it carry? How often will it be opened? Does it need a zipper, reinforced handles or printed artwork? The answers shape every stage of the custom PVC tote bag manufacturing process.
Flexible PVC is used in clear bags because it can combine visibility, flexibility and weldable seams. The Vinyl Institute’s packaging overview also notes that PVC can be formulated into both flexible films and rigid display formats. That versatility is useful, but it means “PVC” alone is not a finished specification.
1. Turn the product brief into a bag specification
The manufacturer begins with the product dimensions, loaded weight, intended market, target appearance and packing method. From there, the buyer and factory agree on finished size, PVC thickness and softness, panel construction, handle type, zipper or snap, edge binding, reinforcement, print area and individual packing.

2. Approve the PVC material
Incoming sheet or film should be checked against the approved sample for thickness, softness, transparency, tint, odor and surface condition. A small difference in formulation can change hand feel and welding behavior. For a colored or frosted bag, the approval sample should be viewed under agreed lighting and placed over the actual product.
Compliance is application-specific: If the bag is intended for the EU, children’s products, prolonged skin contact or another regulated use, provide the supplier with that information before material selection. ECHA explains that several phthalates are restricted under REACH. Do not rely on a generic “non-toxic” statement; define the applicable substances, limits, test method and document date.
3. Print before the bag is assembled
Flat PVC panels are easier to register and support during printing than a finished three-dimensional bag. Depending on artwork and quantity, decoration may include screen printing, UV printing or an attached label. Ink compatibility must be tested because a print can look acceptable after curing yet fail when the flexible panel is folded, rubbed or packed against another surface.
4. Cut the panels and prepare components
The material is cut into front, back, side and bottom panels according to the approved pattern. Handle patches, zipper strips, pockets and decorative parts are prepared at the same stage. Cutting accuracy matters because an error repeated across several panels can twist the finished bag or move the print away from center.
5. Join the seams by high-frequency welding
Many flexible PVC bags are assembled by high-frequency, also called radio-frequency, welding. The process applies a high-frequency electric field and pressure to heat and join compatible material at the seam. This description is consistent with the technical explanation from TWI’s plastic-welding specialists.
Tool shape defines the weld line. Operators control alignment, energy, pressure, dwell and cooling for the actual material. Too little joining can produce a weak or incomplete seam; excessive heat or pressure can distort the clear panel or leave an unacceptable mark. A production sample is more useful than approving the drawing alone.
6. Add handles, closures and reinforcement
Handles may be PVC, webbing, rope or another specified material. Their attachment must spread the load into the bag body rather than concentrate it at a small point. Zippers, snaps, bindings and labels are fitted in the agreed sequence. On a clear bag, neat component placement matters because construction details remain visible.
7. Inspect the finished bags
- Finished dimensions, shape and usable internal volume
- Transparency, tint, scratches, dust and pressure marks
- Weld continuity, seam position and signs of distortion
- Handle position, reinforcement and loaded-bag balance
- Zipper, snap, pocket and opening function
- Artwork position, adhesion, rubbing and color against the approved sample
